Helvetas project Aguas para Abancay
has the aim to guarantee the future availability, provide equitable access and
strengthen the responsible use of water for the population of Abancay (Peru)
and its surrounding communities. The CLI funded DTES project analysed the gaps
and challenges of the Aguas para Abancay project in terms of monitoring, participation
and transparency and identified the potential of digital solutions to address
these challenges. The DTES project identified the
following key challenges that could be overcome through the use of innovative
technologies:
- Manual data collection: As the
data from the sensors observing water availability is collected manually and
irregularly, data reliability and access is poor, and the population of Abancay
does not get well and timely informed about water availability. To improve the
data collection an interconnected sensor network which allows to collect and
store data remotely is proposed. Furthermore, a real time access and a model to
generate forecasts is proposed.
- Three main
challenges were identified in the governance pillar: lack of participation
and exchange (how could one increase the goal of saving water), lack of
awareness about water (where does the water come from, what are the
benefits of my payments to the MERESE?) and lack of information about water
scarcity. To tackle these challenges the DTES project proposes a
variety of technologies for enabling targeted communication, like social media
and SMS and a good way to structure it with analytics and a general website.
